In India we are very wary of flood situations and 26th July 2005 is a stark reminder to city of Mumbai & Mumbaikars ( people living in city of Mumbai ) that they faced in terms of life and asset loss, casualty figures were very high and had crossed 1000 mark, huge asset loss in which almost more than 50 local trains were damaged, more than 30000 autos & taxis were spoiled, close to 900 buses and more than 10000 trucks and tempos damaged
What are Safety & Security issues during floods ?
We have seen Mumbaikars taking decisions many times at a spur of the moment without thinking of consequences they may have in risking their most precious asset that is their life.
In India we are very averse to safety & security of self and others:
- We look out if our school, college, office management will leave us early or try and directly attemp to board a train, bus, or hail a taxi if they are plying, many times we dont even formally check if we are rushing into a situation. We rush to these locations and we are quite surprised to see the enormosity of the problem
- We call up our home to inform our seniors/parents that we will find a means of transportation to reach home faster, or wade through flooded water.
This is precisely what we shall avoid by all means, it is better to either stay wherever you are or find an alternate safe & secure accomodation nearby where you are stuck.
What are risks involved if you start from your office/school/college to walk toward your home during floods?
- Muncipalities open up drains thinking of faster solution to floods and this takes the toll as you cannot see these drains when the road is flooded and you are placing your foot without confirming what is underneath
- High Tension lines and even 415 V Three phase lines may be open or fallen which can risk you to a lethal electric shock
- There might be a sharp objects which can cause a grievous injury to your body
- Slip, Trip & fall are commonest safety accidents which happen during floods as chances of slipping are very high
- You may not be able to judge that there is a major elevation change where you are walking and you may fall down a substantial height unable to judge the change in height or elevation of the road or a foot path
- People walking on railway tracks thinking they are safest can be exposed to very serious dieseases like leptospirosis and chances of same is very high as it spreads from urine and faeces of animals and humans. You can become infected with the leptospira bacteria if contaminated water or soil comes into contact with your eyes, mouth, nose, or any open cuts in the skin, legs or your body parts. Long distance trains in India do openly drain the toilet drainage on tracks causing a major risk to people walking on railway tracks, so think twice before you do it.
- Insect Bites, Leeches clinging on to your body parts is highly likely which can cause marks on your body and bites can cause pain and itching. Water snakes, rats, cockroaches can come out and cause you grievous injuries or unbearable feelings of them wlaking over your body.
- Vehicles plying on road through floods can go out of control due to non functioning of brakes or faulty engines or driver unable to control a situation
- If it is dark or there is power cut you may even face challenges of drowning if you cannot swim
There are many more risks which can be listed but the bottomline is it is highly unsafe to go in flooded waters during heavy rains.
In India they Say Jaan Hai to Jahan Hain ( If You Have Life You Have the World ) so Mumbaikars please do not venture outside if you have a slightest doubt that water levels are high and you might face any safety or security risk to your life.
Remaining few hours away from your family is worth it but do not risk your life at any cost. Be Safe & Secure
What Authorities Need to Do ?
There are some very good consultants in Mumbai & India which need to be consulted as we have many ideas to share for betterment of our city and take care of Mumbaikars.
Authorities shall form a committee of Safety, Security, Traffic, Civil , MEP consultants, Architects, Structural Engineers, Disaster Management Consultants for addressing the solution to flooding and managing such disasters in future.
Disaster management plans need to be revisited and re written by involving safety & security, MEP consultants for making an effective drainage system. Managing & Bringing in Automation within Pumping Stations, Monitoring Choked Drains with Flow Meters, Using SCADA ( Supervisory Control & Data Acquisition ) System for efficient monitoring & control of drains & sewers.
What is Commonest Mistakes Happening in India while awarding large infra projects ?
Many times there are no consultants appointed for projects and they are directly awarded to contracting companies by client either by taking a BOQ ( Bill of Quantity ) from contractor themselves or client himself making BOQ, without proper evaluation if the BOQ mentioned is appropriate for the given project.
There are no standard steps followed nor proper project management activities done or any kind of factory acceptance, site acceptance tests actually done prior to material despatch to site or after work is completed to assess quality and performance of work. In India Project management is a big challenge with most contracting companies and clients as well do not take a formal training on project management and this skill set is heavily lacking among Indians. What our experience says is Project Managers want to somehow reach their schedule and many times consultants recommendations are ignored, in meeting the project deadlines.
In 80 - 90 % of project situations in India management is always by crisis and project and execution teams are always fire fighting.
A consultant actually has ability to look at a challenge in a different way than a contracting company, they will define design basis, select right material and mettalurgy for the metrological conditions of the city, refer local and international codes, define project process, prepare computer aided drawings, make a complete and proper bill of quantities relative to the project, define project conformities, select quality OEM's ( Original Equipment Manufacturer), give proper estimates, offer technical ratings to bids received.
An MEP, Safety, Security consultant has an ability to design a system to mitigate risk and can define the project process precisely and concisely to make a diligent use of tax payers money.
Authorities need to hire good consultants and not just primarily depend on architects as many times Life Safety & Security aspects are ignored in the design.
